Eastern State Hospital

Gilbane Development Company entered into a public private partnership with the Virginia’s Department of Behavioral Health and Developmental Services (BHDS) to execute a strategic real estate plan for Eastern State Hospital to consolidate campus operations, centralize patient buildings, and eliminate obsolete and inefficient structures.


Gilbane was responsible for the planning, design, entitlements, abatement/demolition, furnishing, construction, commissioning, as well as the relocation of patients and staff for all phases. In line with the recommendations of a comprehensive feasibility study, the existing Hancock Geriatric Treatment Center was replaced with a new 150-bed, 115,000 SF facility on an 18- acre portion of the Eastern State Hospital campus adjacent to existing patient and staff support services.


26 months after inception, all 150 patients were successfully relocated to their new home, in less than half the time that would have been required under traditional means of procurement and delivery. This innovative, streamlined delivery model eliminated many risks to DBHDS and ESH typically associated with implementing such a complex project.
